Leading experts on mass atrocities have formally declared Israel’s military offensive in Gaza a genocide, a stark determination made public as airstrikes killed at least 13 Palestinians in Gaza City overnight.
The International Association of Genocide Scholars (IAGS), the world’s premier body in the field, passed a resolution stating that Israel’s actions “meet the legal definition of genocide” under international law. The motion was supported by 86% of its voting members.

The declaration coincides with a devastating escalation of aggression on the ground. Gaza’s Civil Defence agency reported Tuesday that Israeli warplanes struck a residential building in southwestern Gaza City, killing 10 people. In a separate attack in the west of the city, Israeli helicopter fire hit an apartment, killing three more and wounding several others, according to agency spokesperson Mahmoud Bassal.

These strikes are part of a intensified bombardment as Israeli occupation forces prepare for a major offensive to occupy Gaza City, the largest urban center in the besieged territory. The United Nations estimates nearly one million people live in the city and surrounding areas, where a famine has already been declared.

The IAGS resolution cites numerous actions it says constitute genocide, including “deliberate attacks against civilians, including children; starvation; deprivation of humanitarian aid, water, and fuel; sexual and reproductive violence; and forced displacement.”

“This is a definitive statement from experts in the field of genocide studies that what is going on on the ground in Gaza is genocide,” said IAGS President Melanie O’Brien, a professor of international law at the University of Western Australia.
The scholars’ finding reinforces the case brought by South Africa against ‘Israel’ at the International Court of Justice (ICJ) in The Hague. The humanitarian impact is catastrophic. The Gaza Ministry of Health reported on Monday that the overall death toll has risen to 63,557, with 152,234 injuries recorded since the war began on October 7, 2023.
Hamas Welcomed IAGS Declaration
Hamas Movement has welcomed the resolution adopted by the International Association of Genocide Scholars (IAGS), which says that “Israel’s actions in Gaza meet the legal definition of genocide.”
In a press release on Monday, Hamas said that the IAGS resolution serves as “new legal documentation” reinforcing numerous international reports and testimonies that have documented the genocide Palestinians are facing in full view of the entire world.
Hamas criticized the international community for its reluctance to take action against Israel and the government of Benjamin Netanyahu, calling such international impotence a “stain of shame and a “resounding failure to protect humanity.”
